Cody Hoover is a seasoned public administration professional with over a decade of experience in local government, grant administration, and community development. As Vice President of Grant Administration and a Local Government Specialist, Cody has a proven track record of driving economic growth, fiscal responsibility, and regional partnerships. He also serves as Township Supervisor and Chairman of the Board for Eldred Township, Lycoming County, where his leadership has led to significant community improvements for more than ten years.

Previously, Cody served as Borough Manager for Jersey Shore, where he revitalized infrastructure, enhanced community services, and advanced economic development. His leadership extended to regional initiatives like the Lycoming Regional Police project, which improved law enforcement efficiency and effectiveness.

In grant administration, Cody’s tenure at SEDA-COG provided deep expertise in the Community Development Block Grant (CDBG) program, including grant writing, environmental reviews, and compliance. He has guided municipalities and organizations through the grant lifecycle, securing critical funding for infrastructure, housing, and community development.

Cody holds a Bachelor of Arts in Political Science and History from Lycoming College, a Master of Arts in Public Policy, and an Executive Certificate in Public Policy from Liberty University. His academic and professional background has shaped him into a skilled expert in local government operations and policy implementation.

Committed to his community, Cody is Vice President of the Lycoming County Brotherhood, serves on the Lycoming County Chamber of Commerce Membership Committee, and is an active member of civic organizations like the Sons of Union Veterans, Wreaths Across America, and the Lycoming County Republican Committee. Passionate about public policy and history, Cody strives to bridge governmental bureaucracy with effective action, creating lasting positive change in communities.
