Redevelopment Assistance Capital Program (RACP)

Penn Strategies provides a range of services to clients who are seeking to apply for or who have been awarded Pennsylvania Redevelopment Assistance Capital Program (RACP) funds for their projects.

The RACP is administered by the Governor’s Office of the Budget and supports the acquisition and construction of regional economic, cultural, civic, recreational, and historical improvement efforts. RACP projects are authorized in the Redevelopment Assistance section of a Capital Budget Itemization Act, have a regional or multi-jurisdictional impact, and generate substantial increases or maintain current levels of employment, tax revenues, or other measures of economic activity. RACP projects are state-funded efforts that cannot obtain primary funding under other Commonwealth programs.

Penn Strategies works with municipalities, developers, business owners, and non-profit organizations to determine project eligibility, develop project scopes, apply for RACP pre- awards, and complete RACP applications and business plans. We have a record of success.

  • Advocating for legislative support of the project
  • Providing grant compliance assistance
